New licencees pass their exams

On 23 May, Dariusz became the first candidate from the Hastings Club to sit both the Foundation and Intermediate exams on the same day. He is now the proud holder of 2E0SPH, and is now studying to sit the Advanced exam on 19 August at the registered Exam Centre arranged by Hastings ERC in conjunction with Brede Steam ARS. There are still some places available for that Exam, but contact the Exam Secretary, Steve Stewart M0SSR, at m0ssr(@)aol.com or on 01424 720815/07581 305310 well before the list closes on 15 July.

Ofcom – Proposed changes to the Amateur Radio licence

Ofcom issued the following notice on 9 September.

“Ofcom has today published a consultation setting out proposals for updating the terms and conditions of the amateur radio licence. These proposals include changes which would provide amateurs with access to some frequency bands previously available only through the variation of individual licences.

The consultation follows changes announced in our April statement on Public Sector Spectrum Release, where we set out our decision to remove access for amateur radio operators to certain frequencies in the 2300 MHz and 3400 MHz ranges in order to support the release of these bands by the Ministry of Defence.

This consultation, which is likely to be of interest to those in the amateur radio community, closes on 20 October 2014.”

Members may wish to take the opportunity to comment on these proposals, due to be implemented in April 2015, which may be found here.

Ofcom’s Amateur Radio License Consultations

In addition to the pre-consultations that Ofcom held last year which propose to make changes to the license clause wording for amateur license holders, Ofcom has also announced recently that during 2014, possibly around Summer time, that further changes will also be made which will undoubtedly affect amateur radio users.

The proposed changes are a result of the governments task of wishing to release 500mhz of the Public Sector Spectrum by 2020, and to that end various changes are being made which will assist in the release of the government’s target spectrum figures.

Some of the changes will affect TV repeaters as used by amateurs, as well as Band 1, low band and mid band as well as several frequency spots in the 2.3 to 3.4ghz range.

Ofcom plans to publish a consultation for amateurs about any potential changes in the near future. This will be followed later in the year by a statement while will give amateurs reasonable notice of any licence changes which are necessary. Ofcom also aims to issue a full consultation in due course and bring all of these changes into effect by mid-2014.

Ofcom’s Amateur Radio License Review – Pre consultation discussion

There is much happening at Ofcom in recent months with regards to proposed consultations which will affect Amateur Radio licensees to some degree during 2014.

During the latter part of 2013, Ofcom held two presentations which were given by Ofcom staff at National Hamfest and the RSGB Centenary Convention where attendees were addressed on the subject of the proposed forthcoming changes.

As yet nothing is cast in stone and the changes pertaining to the Amateur Radio License Review are mostly related to the wording of some existing license clauses which also covering operational practices as well as extending the services currently available to Amateur Radio and enhancing the progress of new technologies.
